OUR HISTORY

The genesis of the Elgin Hispanic Network can be traced back to the summer of 1987 when a group of dedicated Hispanic community leaders identified the necessity for an organization exclusively dedicated to advancing the welfare of the local Latino community. On September 2, 1987, Fabiola Palacios and Estela Gallegos convened the inaugural meeting of what was initially known as The Elgin Hispanic Task Force. However, in 1988, the organization formally adopted the name The Elgin Hispanic Network, attracting members from diverse Hispanic cultures, united in their commitment to improving the Latino community's prospects collectively.

By 1989, the Network had solidified its structure through the drafting of bylaws and the filing of Articles of Incorporation with the State of Illinois, thus securing its status as a non-profit organization. The ensuing years witnessed remarkable growth in membership, propelling the Network into a prominent leadership position within the Hispanic community. In 1991, the Network introduced the first Member Awards Ceremony, held in conjunction with the Thanksgiving Luncheon at Jalapenos Restaurant.

The year 1992 marked a significant milestone for the Elgin Hispanic Network, as it hosted the Health & Welfare Luncheon at Elgin Community College, formally presenting its mission, objectives, and logo to the Elgin community. Furthermore, in the same year, the Network proudly awarded its inaugural educational scholarship awards.

Subsequently, in 1993, the Network embarked on the process of formal recognition as a non-profit organization from the federal government, culminating in the granting of 501(c)(4) status in 1995. Recognition for the Network's exceptional contribution to Elgin's image came in the form of the prestigious Elgin Image Award presented by the Elgin Image Advisory Commission in March 1994.

The year 1995 witnessed the Elgin City Council acknowledging the Elgin Hispanic Network as the preeminent Hispanic organization in the city, further affirming its influential presence within the community. In 1999, the Network took a proactive stance by leading the organization of a public forum with city officials, addressing housing overcrowding concerns within the Latino community. This led to the formation of a dedicated committee comprising both Latino and African American members, devoted to addressing the issues faced by Elgin's minority community.

In 2000, the Elgin Hispanic Network held its first-ever Strategic Planning Retreat at the Elgin Community Crisis Center, resulting in pivotal recommendations and a clarified mission. Additionally, during this period, the Network actively participated in the City of Elgin's Adopt-A-Highway Program for three consecutive years.

In 2001, the Network initiated its inaugural Member Scholarship Fund Drive, generously sponsored by Elgin State Bank, successfully raising funds to fully support two $500 scholarships. Subsequently, the Network has continued its tradition of awarding scholarships through contributions generated from the annual Thanksgiving Luncheon and donations from various benefactors.

As the Elgin Hispanic Network progresses into the future, we remain committed to our founding principles, fostering growth, collaboration, and positive change within the Hispanic community and beyond. Through unwavering dedication and community support, we endeavor to further empower the Hispanic community and create a brighter future for all its members.

  OUR ORGANIZATIONAL COORDINATOR

Gil Feliciano was born and raised in Elgin. He married his elementary school sweetheart and moved to Southern California where he had two children. A decade later, he returned to Elgin and was hired as Hispanic Outreach for the City of Elgin. Afterwards, he started his own photography business, worked as the Drug Free Communities Coordinator for the Coalition for a Safe & Healthy Elgin and is currently the President of Midwest IT Pros, LLC. as well as our inaugural Organizational Coordinator.

Gil earned a Juris Doctor degree from Trinity International Law School (Santa Ana, CA), Bachelor of Science in Law (Human Rights) from Simon Greenleaf School of Law (Anaheim, CA) and a Bachelor of Arts (Theology/Greek) from Moody Bible Institute (Chicago, IL). 

He has been involved in nearly 4 dozen community-based NFP groups and has served in various roles such as founder, officer, director, general member and alumnus. His most recent nonprofit involvement was President of the Elgin Hispanic Network.

Gil loves reading and has a personal library of approx. 1,000 books. His passion for photography keeps him busy with side jobs and creative personal projects. His pet peeve is the mis-use of the term “literally” and his two favorite film directors are Mel Brooks and Stanley Kubrick. 😊
